RFID bins in Leeds, UK

Leeds City Council is introducing RFID-tagged recycling bins to (presumably) track which materials are being recycled by area/household. The letter says it is to track which materials are being recycled, but this, of course, could be analyzed in bulk without tagging and tracking the individual bins...
